An Analysis of the 14th National Congress of the Communist Party of Vietnam:

Proclaiming “the New Era of National Rise”

The Communist Party of Vietnam held its 14th National Congress in January 2026, reviewing the country’s development over the past five years and adopting future national development policies. Additionally, it elected senior officials to fill key positions within the Party and government for the next five years. Vietnam has declared “the New Era of National Rise,” aiming to become an upper-middle-income country by 2030 and a high-income country by 2045, coinciding with the 100th anniversary of both the founding of the Communist Party and national independence. To reach these goals, the country has set an annual economic growth target of at least 10%. It has also outlined a plan to develop a new growth model and restructure its economy, emphasizing science and technology, innovation, and digital transformation as primary drivers of industrialization and modernization. In the corporate sector, the goal is to develop many large-scale, efficient, and internationally competitive state-owned enterprises and private conglomerates. For foreign direct investment (FDI), the Party aims to selectively attract high-tech and low-carbon industry projects, with increasing indirect investments, including fund investments. It also seeks to create an environment that strengthens ties between FDI firms and domestic companies. Regarding senior Party officials, delegates at the Party Congress elected 200 members to the Party Central Executive Committee. The Politburo, the Party’s highest body, was formed with 10 incumbent members and 9 newly elected ones. In top leadership, General Secretary To Lam and National Assembly Chairman Tran Thanh Man were reelected, while President Luong Cuong and Prime Minister Pham Minh Chinh have stepped down from the Party Central Executive Committee. Both Cuong and Chinh will also soon step down from their positions as President and Prime Minister. This leadership arrangement consolidates General Secretary To Lam’s power and ensures his strong leadership over the next five years.
